Potty training advice?

My son is three and we've been working on the potty training for some time. As long as he's "swinging free" he's good about going to the potty chair when he needs to go. But as soon as I put a pull-up on him, he reverts to just going in it like a diaper. While we're home I don't mind leaving him undressed but that's not an option if we go anywhere. With the weather getting nicer, I want to be out of the house a lot more. So how do I get him to understand he still needs to let me know when he has to go so I can take him to the potty even when he has something on? I was thinking of putting underwear on him instead but I'm afraid having anything there will feel like a diaper and I'll end up with a mess. Any suggestions?
